The Huawei V version USB driver package installs the “Generic” driver. After installing an earlier (pre-July 2015) driver set for the V version, I did see a Huawei broadband network adapter in the Network Adapters section of Device Manager, and that version prompted “Insert SIM”… but a good SIM was already inserted. So.. I think the “firmware update” that is available for the E version makes the E version work in Windows 10, but there is no firmware update for the V version. The E version is popular in China, so the E version gets firmware and driver updates, but the ME906V is not used in new models by US IT companies. HP and Dell dropped Huawai modems and moved to Sierra Wireless modems.
I have ordered a Sierra Wireless EM7355 4G modem. Same interface specs as the Huawei, but Sierra Wireless publishes a Windows 10 driver and communications manager for the EM7355. There are regional versions of the EM73xx product line.
