Have you tried to enter the bios?
Press the ESC key after the blue light comes on for the 2nd time.

OMG thank you!! that did the trick! got back in to BIOS, reset to default and rebooted and I am back to business. The only change I did was remove that power limit so maybe that caused it.

Try this, power on holding the ESC button and then tapping it, both power and esc. On some Apollo Lakes this will reset the bios. best of luck.
if not try things like using an HDMI cable, is there an image? if so it’s the display.

I’ve ordered a few more v4’s they arrived and were fine. The only issue is they took 5 weeks from ordering to arrive, very slow turnaround. I have a feeling Jumper cannot meet the demand. Best of luck getting it sorted. But I do have one last thing you can try.
Remove all the screws on the back and unplug the battery, leave it unplugged for a while. Plug it back in and then hit power on. Hold it down for 4-5 seconds at the same time keep tapping the ESC button.

Unplugged battery, press hold power button for a bit, plug battery in, press power button, second blue led flash press ESC, but this time no jumper logo still.
Something with BIOS or CMOS is hang or frozen. -
