Start by setting it to 99%, which almost avoids that the CPU gets in “turbo” mode at 2.24 GHz and saves a lot of power.

I’ve tested playing videos with the CPU at 1 GHz and I do not see any jumps

For 3D games there’s no magic, they need all the performance you can give and more. Try to lower resolution and quality settings and play with CPU limited to 99% or 95%.
