I had a similar problem with a bluetooth keyboard. It worked fine in Android but not in Windows.
There were two things I had to do(perhaps only the second is needed, since it worked after that)
1- Go to “Control Panel”(The old windows settings “control.exe”)->”Hardware and Sound”-> Devices and Printers”
There your Bluetooth keyboard should be visible among SD card, and stuff, at the top under Devices.
Click or tap it and you get properties, go to the “services” tab. Wait for it to update and check the box.
[X] Drivers for keyboards, mice, etc (HID)
2- In settings/devices/typing, I had to change the bottom option to off
[OFF] Automatically show the touch keyboard in windowed apps when there’s no keyboard attached to your device.
