Now: Tablet Won't Boot Updated to "Display Language

So on the Language screen it looks like this (Screen C: Click Here).  Underneath the Simlified Chines (PRC) it says Windows Display Language.  Under the English (US) it says something like “only allow the use of a language pack”.  Under that, the three buttons are “set as default language” then “options” then “delete”.

If I click “set as default”s like Screen D:Click Here   Notice that Chinese remains the display language, even though English is the default?
