Clock always 2 hours behind when booting and battery not charging in android

Does anyone have a problem with the clock? Mine is always 2 hours behind when i boot the tablet, doesnt matter if i boot into windows or android. I have to manually disable auto time setting and enable it again and then it will show the correct time.

Also my tablet just refuses to charge the battery when in android, i checked with ampere and zero loading going on. I can only charge the battery when in windows.

I have noticed the clock issue a few times.

I tried to use ampere also and it did not report however if you leave mine long enough it is charging. It takes several hours for sure. Are you getting a charge icon?

I dont get a charge icon..it absolutely does not charge the battery in android. The battery even gets less when i hook it up to power cable and just let it sit there without using the tablet. Tried that over a period of 9 hours and battery percentage went down from 39 to 33% during the 9 hours and i didnt touch the tablet in that time.

I fixed the time issue with adding the following in the register:

Navigate to the following key in register:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation.
Right click anywhere in the right pane and hit New > DWORD (32-bit) Value.
Name it RealTimeIsUniversal (name is case sensitive) then double click on it and give it a value of 1.

After that close register and restart tablet into android and then back into windows.
For me this fixed the time problem.
