In downloads section, there are a couple of cd key tools (Last folder) http://techtablets.com/downloads-drivers-roms/
These will let you extract the bios key and the install key too. They do work as I have restored my Vi10 twice now.
Try this:
1. Make sure you flash Android first as it partitions the whole eMMC. Without doing this the WINPE restore will fail everytime.
2. Make sure its labeled WINPE
3. When flashing the Android part, enter the biso and select it to boot to Android.
4. When flashing Windows set it to Windows mode in the bios.
