    Our organization documents cases of elder abandonment and financial abuse in care homes, but our country has no specific laws protecting the elderly. With no binding UN convention on the rights of older persons yet, what regional human rights instruments or international advocacy networks can we use? We need legal strategies to frame elder abuse as torture or inhuman treatment under existing human rights law.
