Language change on tbook 11

I recently purchased a tbook 11. It was in Chinese language by default. I changed the language settings and now some of the menus and apps use English but the window menus and settings are still in Chinese.

I previously had a teclast x80 pro tablet and doing the same process changed everything to English.

 

Does anyone know how to fully change the language to English, or failing that, if I did a full, fresh install would it fix the issue? I did a reset from the settings menu but that didn’t fix it.
