The issue with almost all of the Apollo Lake laptops and tablets the Realtek card reader is wired up via a USB 2.0 hub so it will max out around 23Mbs. I use a USB 3.0 card reader to get the full high speeds. Which is a pain but it’s the only way to get the top speeds.
