USB 3 port vs creating a Windows recovery drive

I’ve used the supplied USB A dongle connected to the USB 3 micro B port, and it works.  For example, to connect a USB ethernet interface.

When I tried to create a Win 10 recovery drive, Windows would not accept the USB stick as satisfactory.  It did notice when the drive was plugged in, but it didn’t accept it.  The diagnostic was uselessly vague:

the drive must be able to hold at least 8 GB, and everything on the drive will be deleted

The same drive worked when plugged into a USB A socket on the keyboard.

Any idea why this might happen?
