USB flash drive transfer speed

I have a 64gb Sandisk Extreme. I put it into my USB 2 port on my Hi10, it reaches 40MB/s, then after 45-60 seconds, it drops to 400KB/s, then hangs there for 1 minute, then shoots back up to 40MB/s, does it a fewtime.

When I put it into USB 3 port on Hi10, initial speed were 220MB/s, drops by 10MB/s every .25/.50 seconds, hangs at 400ish KB/s, goes back up to around 50-70MB/s, literally 5 seconds later, it shoots back down to 400ish KB/s for 15 seconds, then back up to 50-70MB/s, it does it every time it transferred around 1GB of files…..

During those transfer duration, CPU temp reached 83C, tablet is on my leg, so it was freaking hot.
