Win Tablet with SMS and Calling?

Hi.

I am in the market for a new tablet and I was wondering if there have been any China tablets with 3g/LTE that actually have data, SMS and phone call (through GSM/CDMA) support? I was hoping the Surface 3 Pro LTE could but based on my searches, it can’t do it. I am actually looking for a replacement for my Galaxy Note Pro since it can do everything I want (act like a phone, great battery life and wacom) that I want minus Windows. I haven’t found any China tablet that could do it (with proof). The only ones I’ve seen need like a Huawei USB dongle.
