    I think its a better idea to adjust the TCC Activation offset in the bios which will start throttling from the temperature value (100c-temperature value).  Setting it to 20 for example will start throttling from 80c.  This will still approximately give you higher speeds than non turbo boost on average.

    To disable turboboost you would set 99% in max processor power, but this would then default to 1.0ghz max base speed (or is it 1.6hz)   setting it to 50 will give you cherry trail atom performance and probably better to just use an atom tablet instead
