Backup your drivers via dism or double driver first.

Maybe make a full backup with latest acronis winPE.

Then download an original win10 x64 iso form Microsoft’s website and burn a USB drive with it with Rufus (gpt-fat32 if it lets you, ntfs otherwise). I’d recommend getting yourself Enterprise N LTSB version since it has no useless crap preinstalled (and no win market).

Boot to bios and select your USB drive to boot from

Delete all the partitions in Windows install and start an installation into empty space.

Finally figured out what was the problem – DPTF should be disabled in bios. Now cpu does work at 15w.

• But it is necessary to set up temperature throttling to around 85 C, since it easily hits 105 C without it and shuts down, even after cooler mod.

Yes, software hack did not work for me too. But hwinfo64 does detect change in Thermal Limit 1 after both bios change and software hack.
