In my case the solution similar to yours just worked out of the box. My laptop is Mi Pro GTX.

You might need to try a different VGA to HDMI adapter?

I believe so. Nonetheless when connected 60W on Windows 10 the pop-up showed up with the 90W figure displayed. Then in the battery status there was the note of non charging. But after couple of minutes it started charging. The system was practically idle, no games, no heavy soft opened then.

In ubuntu 18.04.2 no issues with charging with 60W at all.
