Did you use one of those applications to stop windows 10 from spying? Some of them are really overzealous and prevent everything from accessing the camera and microphone by editing settings in the registry, if you have, perhaps you can reverse it using the same application. If not, check the registry anyways check guides on how to disable the camera via registry and make sure its not turned off like that.
