Another thing you can try. Try installing the latest Ubuntu or Xubuntu 18.04 (or later) which according to this post and this post (Xubuntu) works and does not need rEFInd.  If this works then you know there is nothing wrong with your system or BIOS. Then you can try to replace the Ubuntu with Phoenix/Android-x86.
