i think £23.50 is expensive for buying cheap tablet, even if it’s legal charge.
normally DHL will charge $30(£23.50 ) if you are living in countryside (remote area).

select your country and input your postal code. and click ok.
if displayed ‘The location you have selected is not a remote area or is not a valid selection.’ , you don’t need extra fee.
if displayed ‘The following are Remote Areas based on your choice of selection.’, you will be charged $30.
i don’t know exactly the rule of your country ,but at least this method useful in japan.
how much extra fee you willbe charged. that’s depend on where you want delivery ,not where you living now.
so if your family or close friend living in big city(not remote area), you may avoid extra fee for using their address. also you need to go to receive package after delivery.
Most of chinese website to try avoid extra tax for their customer . they declare value and name as phone or tablet under $50-90 . because most of country tax item over than $100.
that can avoid to import duties and consumption tax, but can’t avoid delivery extra fee.
