The first option will delete your windows completely, If you want to repartition your tablet to give more space to windows, I think that is possible with another program, but I have no experience with this.

The second option only wipe data is the one you will need in this case to get a clean install of android, succes!

Flashing a rom is very easy and only takes about 5-10 minutes

I fixed it when I changed the input language to dutch, at least I think that did the trick because suddenly the apps had changed to dutch.

If the voltage matches and the amperage is the same or more, you should be fine.
