It can, I had High Sierra on my Cube i7 Stylus, and used it as my backup Macbook until it died a few weeks ago. Some of the challenges you’ll have with the Mix Plus are going to be the Intel WIFI not being supported, having to patch your DSDT to enable battery status reporting, adding a fake ethernet device for the app store, etc.
You can find compatible USB WIFI adapters on the internet.
If it’s as close to the i7 Stylus as I expect it is, you’ll probably want to use VoodooHDA, and set up a custom pin config for your device for audio (the native patches, and AppleALC kexts will have issues with resuming from sleep), you’ll want to use VoodooI2C for touch and pen input, RehabMan’s ACPI Battery Manager, and NullEthernet.
There are how-tos for all of the above on tony mac etc.
With the i7 Stylus I even had built in WIFI working, but it was a Realtek device not Intel. The only thing keeping me from replacing the Stylus with a Mix Plus is the Intel WIFI.

set_property hal.sensors.iio.accel.matrix -1,0,0,0,-1,0,0,0,-1rmmod i2c_hid
modprobe i2c_hidIf that works, mount system read write and add it to /system/etc/init.sh.

It’s been a while since I’ve done a Windows install on my Stylus but if I remember correctly the only drivers that won’t be native are the accelerometer and rotation drivers which you can get here: http://www.kionix.com/downloads, and an Intel chipset related driver that you can pull from the double driver archive on this site.
Wouldn’t hurt to take an image of it with clonezilla before reinstalling just incase it goes sideways.

Does the driver show up in Device Manager at all? If it does, try disabling and re-enabling it? Are you using the Windows 10 native driver, or the driver from one of the device packs floating around the internet?
March 12, 2018 at 12:21 pm #140522Which problem are you having with it? Seems like there are quite a few different WIFI problems. The only one I’ve seen personally is that you have to turn it off and on again to use it. I wrote a script to take care of that in macOS, but someone could probably do the same for Windows 10.
March 11, 2018 at 1:13 pm #140504The only thing I’m not sure about is if it would work with the keyboard attached. Our i7 book doesn’t have the keyboard so I can’t check, and the keyboard on the i7 stylus is significantly different. With this case, the one thing that I needed to do was adjust the edges a bit with a pair of pliers, just to make the fit a bit more snug.
March 5, 2018 at 11:55 pm #137660I have this case for both an i7 stylus, and an i7 book and it works great for both. I believe the dimensions are the same for the mix plus. Works great, the only “problem” is that the rear camera doesn’t line up with the cutout as it’s a surface RT case.
February 27, 2018 at 9:28 pm #102418Swapped keyboards with a second unit and the second keyboard works. Issue is confirmed on CDK09 keyboard and not the tablet or windows drivers.

March 10, 2017 at 11:54 pm #63238Our Cube keys are digital entitlements. Look in the Windows store at your account and see if your device shows up. If it does you should be able to just reinstall Windows using Microsoft’s media creation tool and it should automatically activate. During the installation tell it you don’t have a product key and it will continue.
Just to be safe though, use Clonezilla to take a backup of the previous install so you can restore if it doesn’t activate properly.

September 8, 2016 at 11:50 am #49210I’m afraid I never finished the work on beta2, so there’s no image available for it and I’ve since scrubbed the virtual machines I was using to build them. The readme on the project page describes how to build an image if someone wants to do that. I don’t know anything about RemixOS.
